IBE 2022 IMPACT
For 53 years, Indiana Black Expo, Inc. has served as an effective voice and vehicle for the social and
economic advancement of African Americans in Indiana and throughout the country. IBE continues
to convene experts, diverse stakeholders and doers to nd paths and solutions to structural racism
that continues to disproportionately segregate the Black community from access to opportunity and
upward mobility.
We are excited to share with you our 2022 Impact Report and to release a summary of our new ve-
year strategic plan. We entered the year from COVID-19 with renewed energy and determination to
grow IBE’s programs and initiatives across the state of Indiana. Over the last three years, our Board of
Directors and staff have gathered stakeholder input and data that laid the foundation for this work.
We engaged Cephalo Consulting, LLC, Bright Visions Inc. and Associates, and Engaging Solutions,
LLC to assist us with a Landscape Assessment Study, which included a comprehensive organizational
landscape assessment, governance and operational talent assessment and community needs
assessment. Special thanks to these three Indiana-based consulting rms for helping us assess and
evaluate our impact on the communities we serve.
Last year, we further strengthened our assessment and strategy work by completing a very
comprehensive Strategic and Implementation Plan that focuses on IBE’s four strategic impact
goals: Economics Equity: Black Business Development; Education: Education Equity and
Youth Development; A Sense of Belonging, Elevation of African American Voice: Community
Empowerment; and Health: Health Equity and Justice.
All of our assessment and strategy work in the Landscape Study and Strategic and Implementation
Plan was funded by the Lilly Endowment. We would not be in a position of strength to enhance
the delivery of our programs and initiatives throughout the state of Indiana without the continued
support of the Lilly Endowment.
We look forward to strengthening our community through greater programmatic impact and by
forging new partnerships.

IBE engaged TCC Group to work with its board and staff over eight
months on a strategic implementation plan in 2023. IBE’s Board of
Directors approved the strategic plan in June of 2022. Alice Watson,
IBE’s new President and CEO, will execute the new plan that aligns
programmatic impact and community priority needs.

Over the rst half of 2022, IBE outlined its strategic goals into measurable
objectives (with corresponding benchmarks and success metrics),
along with detailed strategies, timetables, resource requirements,
and responsible parties. With the full participation of the IBE staff
and Board, its state-wide chapters, and its community residents and
stakeholders, a detailed strategic roadmap was established, complete
with an implementation plan to guide IBE’s strategic goal. Implementation
Budget Expense areas included in the plan are new stafng, marketing
and technology, strengthening support for chapters through capacity
building, development of organizational, environmental, and
programmatic assessment capacity within the organization, leadership
development and transition support. With the nancial support of
new and existing funders, sponsors and donors, IBE is committed to
accomplishing its Strategic Impact and Organizational Goals to ensure
it continues to successfully scale its work across the state of Indiana.

The Indiana Black Expo Business Conference takes place in the
Indiana Convention Center and is an exciting, jam-packed 2-day
conference of workshops, symposiums, receptions, and networking
opportunities held during the rst week of IBE’s Summer Celebration.
The goal of the Indiana Black Expo Business Conference is to provide
a venue to empower diverse business owners, entrepreneurs,
and professionals with information and resources that will assist
them in achieving nancial and professional success. Workshop
presenters and expert panelists will share business opportunities
and diversity initiatives within Central Indiana, universities, and state
and federal agencies. Business owners and nancial representatives
provide strategies on growing and sustaining businesses through
obtaining nancial resources and long-term planning strategies.

The IBE Youth Entrepreneur Series is designed for current and aspiring
middle and high school entrepreneurs. Youth entrepreneurship has
been proven to improve academic performance, school attendance,
interpersonal skills, job readiness, problem-solving skills, and decision-
making abilities. IBE YES workshops are created to introduce young

Education Conference
The 15th annual Education Conference welcomed 1,794 educators
and administrators over the two-day period. IBE partnered with school
districts across the state to ensure that administrators and educators
receive quality professional development training designed to improve
student outcomes for students of color.
Last year, the Education Conference was held in a hybrid format with day
one held virtually, and day two held physically at the Indiana Convention
Center. IBE focused on both professional development training as well
as a show of appreciation and love to educators that work tirelessly
with our youth. Strategies were shared on how to educate, activate, and
motivate students and staff through difcult times of a pandemic, school
shootings, and other traumatic experiences.

“The Blueprint: Being the Voice & Vehicle to Build the Future.
Over the three impactful days, middle and high school students explored
career opportunities and gained increased condence and leadership
skills among like-minded and aspirational students from around the
state. In addition to networking with youth across the state, youth
also engaged in fun activities and attended the YLS Welcome Dinner.
YLS attendees were introduced to STEM via a variety of workshops.
Interactive workshops provided attendees with hands on learning of
STEM activities and careers. The majority of YLS attendees were African
American youth. Participants learned from peers and professionals
regarding academics, decision-making, and advocacy.

The Performing Arts Academy (PAA) is a high-quality
performing arts program that includes dance, photography,
music production, acting and videography instruction for
youth as well as coordinated wrap around and academic
support. In 2022, IBE converted its existing garage space to a
state-of-the-art Black Box Theater to be utilized by PAA acting
students and the community for theatrical performances.
The PAA multimedia students participated in the “WRTV Media
Training – How to talk to the Media” at the Marriott Hotel. WRTV
news staff Jana Soete, Manager of Content & Coverage and
Megan Shinn, anchor of Good Morning Indiana, provided
media training on how to build successful relationships with
media outlets. For the music and acting students worked in
collaboration on multi-media projects leading up to Summer
Celebration. PAA students and their instructors created a
50x50 interactive PAA on Location exhibit inside the Indiana
Convention Center during Summer Celebration to engage
thousands of students and share information about PAA.
67% of the PAA seniors planned to attend college, 6% aspiring
entrepreneurs; 4% working full-time & 23% workforce status
was undecided.

Education day (college fair) was held in September of 2022 inside of the
Lucas Oil Stadium as part of Circle City Classic®. Approximately 2,542
middle and high school youth participated during the event. The main
objective of the day was to encourage, support, and motivate middle and
high school students to pursue post-secondary education.

The Circle City Classic® Coronation targets area high school females and
promotes academic achievement, community service, and leadership
development. Prior to the event, participants attend workshops that focus
on the importance of teamwork, leadership styles, college admissions
requirements, study skills, effective communication (oral and written), dress
for success, social etiquette, college nancial aid, and modern dance.
Coronation participants attended workshops over a 12-week period
and dance routine schedule every weekend. Workshops topics
include Purpose, Poise, Professionalism, College Readiness, and
Self-Worth. In addition to the workshops, the participants spent hours
on mental health education and participated in HBCU panel discussions.

Summer Celebration, Indiana Black Expo’s largest event that showcases Black
Culture in Indiana. As a pillar of the state, IBE’s priority focus areas include economic
equity, education equity/youth development, community empowerment and

Circle City Classic® is a scholarship fundraiser that has helped IBE award over $5
million in scholarships to deserving youth attending colleges and universities across
the country since 1984. Over this same span, Circle City Classic® has contributed
more than $340 million dollars to the Indianapolis economy.
Volunteer Appreciation
As part of its volunteer administration, IBE conducted ongoing volunteer trainings
and orientation for over 1,000 community volunteers for year-round programs and
events. This year, we were especially grateful for the initiative taken by our volunteers
to step up and assist in nontraditional circumstances. Thus, volunteers were
instrumental in transitioning our programs back to in-person events from pivoting
to virtual previously in 2021. IBE volunteers were invited to year-round events where
they were publicly recognized and thanked. Volunteers received complimentary
tickets to Summer Celebration and Circle City Classic® events.

Large tobacco companies continue to target African Americans with aggressive
point of sales marketing and avored products, including menthol designed to
get our young people hooked for life. IBE was able to continue its efforts on
tobacco prevention and cessation through its work with the members of our
African American Coalition Against Tobacco and some of our chapters throughout
the state of Indiana.
In 2022 the Performing Arts Academy (PAA) began creating storyboards and
commercials to engage, educate, and empower their peers to live tobacco-free
lifestyles. These efforts were transferred to create a video that was posted on
our IBE YouTube channel and Instagram page to showcase different facets of
tobacco prevention and awareness to the projects related to this work. The video
itself was written, developed, and edited by the PAA students.

IBE Chapters
IBE Chapters play a crucial role in ensuring that our services meet the
needs of specic communities. Performance-based mini-grants focus
on youth development, K-12 education, and parent engagement are
provided to chapters. Funds are utilized for programmatic support and
to collaborate with other statewide partners to ensure direct services
for youth and families across Indiana. IBE’s primary chapter programs
statewide include Dr. Martin Luther King, Jr., Black History programs in
February, Back to School initiatives, health fairs and Feed the Hungry
initiatives.
IBE Statewide Leadership Training
Annually a statewide convening takes place to provide chapter
leadership, members and prospective members with training around
how to build coalitions, advocate and provide community engagement
events around the state.
IBE’s second Statewide Chapter Leadership Training was held in-person
Spring of 2022, in Elkhart, Indiana. There were over 60-chapter leaders
in attendance. IBE Board leadership facilitated workshop topics on
Board Development for Your Chapter and held a Chapter President
& Chapter Leadership Roundtable with TCC Group, IBE’s National
Strategic Plan Consultant. Chapter leaders provided overviews of their
chapter cities’ programming and community engagement activities.
